If not the air pathway through the attic will be short circuited flowing only from the gable vents to the ridge vent and not ventilating the lower part of the attic.

Snow can cover the vent outlet and the moist air has nowhere to go.
Assuming no part of the vent extends lower than the roof sheathing you can use plywood to close it off but do not drive any nails screws upward through sheathing to secure it you could puncture the felt and or shingles and cause a leak.
If you close them off your attic will overheat in the summer and cause ice dams and water damage if it snows.
The plywood will hold the insulation in place while the grate holds the plywood in the proper position.

Position the grate over the attic vent fan.
However for my purposes this would be a temporary measure to see if a hot roof or vented roof is preferable.
